RESEARCH ON ISSUE PERTAINING EXTRACTIVE INDUSTRIES REVENUE TRANSPARENCY AND ACCOUNTABILITY

Executive Summary

Nindai Poverty Alleviation Association (NIPAA) is a non governmental Organization and it is a member of Publish what you Pay Tanzania ;Transparency forum (TRAFO and Tanzania oil and Gas working Group.

NIPAA Conducted research on Issue Pertaining Extractive Industries revenue transparency and accountability and found out that human rights violation is a big problem to Communities living around the extractive Industry areas especially natural gas, oil and minerals extraction localities

Violation of human rights experienced in these Communities is based on the Compensation processes whenever they are supposed to leave their original lands to give way to Investors and environmental degradation as a result of extraction activities. An example is the case of pollution of Ruvuma River , Ruhuhu and Mkuju in Ruvuma Region Caused by activities Carried out by mantra exploration (T) LTD and Tan coal which ultimately lead to loss of biodiversity, human disease (Skin Cancer) as well as loss of human lives. In April 8 2009 Seamic laboratories testing near the site of Songea pori revealed mercury at the level of 0.02mg / 1times higher than expected 0.01 mg /1 (Ruvuma water Basin)

Moreover, Ruvuma Communities are denied the right to access Information which is a basic human right as Stated in the United Republic of Tanzania Constitution. There is also lack of Transparency in the process of exploration, marketing and supply of revenue from extractive Industry as described in the Revenue watch Index report.

In this case, NIPAA decides to Intervene these problems by training Secondary School teachers with the overall objectives of building strong and collaborative team which will join their efforts to advocate policy changes to address the problems of lack of Transparency, accountability and good governance in extractive Industries oil, natural gas and minerals in Ruvuma Region
